Here is a draft of what I plan to ask Texas legislators to sponsor. It will take 2/3 of each chamber to make it to the ballot for the people of Texas to vote for it next November.
I welcome suggested modifications:
Joint Resolution Draft for Bill of Rights Addition Recognizing the Right to Refuse Vaccination
A JOINT RESOLUTION
proposing a constitutional amendment relating to the natural, unalienable right to refuse vaccination.
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Article I, Texas Constitution, is amended by adding Section 35 to read as follows:
Sec. 35. The unalienable natural right of the people to refuse vaccination shall not be infringed. Because the right is unalienable, it cannot be bargained away, and therefore vaccination shall not be made a condition of employment, travel, doing business, receiving governmental services, or any other action.
SECTION 2. This proposed constitutional amendment shall be submitted to the voters at an election to be held November 2, 2021. The ballot shall be printed to permit voting for or against the proposition: "The constitutional amendment recognizing the right of the people to refuse vaccination."
